Drill has little to no carryover to actual running. This drill teaches you to LIFT you leg off of the ground. Good running form creates force from the foot which inturn fires your leg upward (there is no lifting of the leg). The leg simply fires upward as a result of the strong/powerful foot strike into the ground.
The female in the video should work on her forward arm movement as well. Her elbows barely move in front of her body. A powerful arm swing should have the elbow around shoulder height.
